HTML Activity is a content activity for showing any kind of plan and HTML contents in WPL activity positions. For example if you want to show a call to action button in property details page, you can put your content in this activity and place it in your desired position.

Also this activity is able to run shortcodes so you can place any kind of shortcodes using this content activity.
